Dutch Language Exam Requirements for Expats in 2026

If you're an expat in Amsterdam aiming for permanent residency or Dutch citizenship, it's crucial to stay informed about the latest language exam requirements. Here is a run down of everything you need to know if you are beginning the Dutch inburgering process in 2026.

Current Language Level Requirement: A2 or B2

As of 2026, the required language level depends on which integration system you fall under:

  1. Old system (pre-2022 / WI2013):
    The requirement remains A2 level.

  2. New system (WI2021):
    The requirement is B1 level for most people.

This means that many expats who started earlier—or who are integrating voluntarily (for example, for naturalization)—may still be able to complete the process at A2 level, while others are required to reach B1.

Because of this split system, it’s important to confirm which track applies to you. Your requirement is determined by your personal inburgering trajectory (PIP) and when you entered the system. Changes to the Speaking Exam Format

Starting March 1, 2025, the format of the Dutch civic integration speaking exam has changed in the following 3 ways:​

  1. The multiple-choice section has been removed.

  2. The exam now consists solely of spoken questions.

  3. The number of exercises has been reduced from 24 to 16.​

    This new format is designed to focus entirely on assessing your speaking abilities in practical situations.

Other Components to Be Aware Of (WI2021)

If you are in the newer system, you may also encounter:

  1. ONA (Oriëntatie op de Nederlandse Arbeidsmarkt)
    Focuses on preparing you for working in the Netherlands.

  2. MAP (Module Arbeidsmarkt en Participatie)
    A practical module aimed at helping you participate in Dutch society and the workforce.

These are not always required under the old system.
